A new gubernatorial administration and legislators are dealing with a grave state budget situation as the Kansas Legislature opened the 2011 session this week. The state is projecting budget shortfalls of $23 million this fiscal year and $500 million during the 2012 fiscal year. KLA lobbyists are closely monitoring this debate, particularly any proposals that would shift the property tax burden by lifting the cap on local option budgets. Historically, KLA policy has opposed this approach.
Immigration reform is another issue expected to generate legislative discussion this session. While proposals addressing immigration currently aren’t anticipated to directly impact agriculture, KLA lobbyists will work to guard against amendments that could force ag businesses to enforce immigration law. KLA member policy opposes placing such a regulatory burden on ag employers.
KLA also will be following any environmental proposals related to air and water quality. The new Flint Hills smoke management plan could generate discussion, but is expected to be accepted by lawmakers and regulators. KLA provided input throughout the development process and supports the plan.
