A draft of strict new CAFO rules in Gooding County, Idaho, has dairy interests concerned.

The proposed rule cuts the number of animal units allowed per acre in half from current levels, increases setbacks and increases county-commission-punishment powers. A citizen's committee and the GoodingCounty planning and zoning board developed the proposed rule. Adoption of the rule is expected as soon as April.
