Testifying before a Senate subcommittee last week, USDA Undersecretary Bill Hawks said the first phase of a national animal identification program will begin this year, and that the program will be fully operational by 2005. 

The program will begin on a voluntary basis and eventually become mandatory for all livestock producers, said Hawks. Several details about program specifics — like who will pay for the system and information security — must still be defined.
