Speculation is growing over U.S. Agriculture Secretary Tom Vilsack's promise to help struggling dairy farmers.
Monday, on a "Rural Tour" in Vermont, Vilsack made references to helping farmers with loan payments and setting up a commission to review the federal milk-pricing system.
It's the second reference that has caught the attention of many in the dairy industry who have complained for years that the current milk-pricing system is antiquated.
