The Climate Action Reserve has developed a draft nitrogen management protocol for awarding carbon credits to farms that improve their nitrogen use efficiency through practices such as cover crops, reduced application, and others.

Manure application, by itself, does not qualify as a practice that reduces nitrous oxide emissions.
